Create iPhone style icon from user uploaded image with Rails

I'm looking for someone to write some Rails code (1.2.6 compatible) to take an image uploaded by the user, rescale it to 38x38, and apply a variety of effects to make it have the same style as an iPhone icon. A PSD and description of the image processing required to generate the effect can be found here:

After some quick web browsing, it seems like mini_magick is the right thing to use for memory usage reasons but I haven't checked to make sure the gem works with 1.2.6.
