Debugging a PHP-MySql database

I am completing a website written in PHP, XHTML, and CSS that allows users to submit comments about clients. The code checks to catch users who try to submit more than one comment per client and prevents them from doing so.

The user is first directed to page "[url removed, login to view]" that appears to work

correctly. After logging in, the user is directed to page "[url removed, login to view]" where the problem occurs. My code is failing to catch duplicates in an else if clause. Ratings and comments are then displayed on the client's profile. At this point, I've looked at it so much, I just don't see the problem and need help.

I need a php-sql programmer to fix this problem and tell me where I have made mistakes.
