Dating Site similar to Zoosk.com, SpeedDate.com

I'm looking for someone to implement the front end and back end for a dating site very similar to [login to view URL] and Speeddate.com. Somebody who has experience developing a social networking site or a dating site is highly preferable. It should be built on either ROR or a PHP framework like CakePHP. I will be providing detailed requirements and mockups. Summary is below Technical Requirements : 1 - Documented, structured code 2 - Design documents provided 3 - Test cases provided 4 - Load and stress tests passed 5 - Security tests passed 6 - Template-based implementation. Changing the UI should be simple and straightforward Feature Requirements : 1. New Member Registration (photo upload, captcha, email vaildation, etc) 2. Browse Profiles 3. Search Profiles (by radius distance from your location) 4. Messages (inbox/sent items/deleted items) 5. Credit card payment 6. Ajax chat inside the browser (like facebook or [login to view URL]) 7. Admin module (manage users, approve/reject profiles/photos, user emailing, etc). 8. SEO 9. Stats (preferably Google Analytics). 10. Mobile Version 11. iPhone Version possible (this will be a separate project)
