create a classified website and digg like site

I would like to create 2 sites The first site- I would like to create a site that looks like [login to view URL],it should have the same functionality and easy to customize.I know there are already made script or software for this but I don't want it except if they can be customize to have all the functionality of digg.com.I want a unique site 2nd site- This site is a classified ad site .Users must be able to post ads in their country/state categories just like [login to view URL] should have the same functionality as [login to view URL] but with banner advertising and google [login to view URL] level. Bid if you have develop such site before and you are willing to show me some of your past work.
