Custom email software - PHP rockstar needed!

Hello coders, I am looking to hire a PHP rockstar to code a custom emailing solution. This is a medium-large project so please only bid if you have experience with emailing software. You must understand what these terms mean: - Suppression files - Link masking/tracking - GRE tunneling - Namecheap API - Hard/Soft Bounce - SMTP error code - etc. Ideally, I would like to work with someone who already has coded a solution and/or have worked with PowerMTA in the past but if you are an expert coder and have some emailing knowledge, please contact me to discuss.
