Basic website with Members System

I need to make a pretty basic and dynamic website with member/user functions. The website only has 5 main pages, wich are: All Videos Images Games Other The content on these pages needs to be taken from a MySQL database and then put on the page. New content will be added daily to these pages so it needs to be well structured and easy to use. I also need a members system so users can log in, register, have there own page, upload a profile picture and things like that. And I need rating and comment functions. I have already made most of the design and all the pages of the website, so you have a basic template to start building the rest from. So basicly what I need is: 1. Log In and Registration functions. Members system. 2. Dynamic pages. New content needs to be added automatically and/or manually every day (most likely using php) and when the new content is added the old gets pushed back one page. 3. Comment and Rating system. 4. Sort and Search functions for the content that is added. Try too keep the bidding at a reasonable price as I don't have alot of cash!
