You can see from my black face that I have African ancestry. I am not going to go into where I was raised ,educated work or live because your blanket statement didn't allow for that. Let me guess two reasons you have bad experiences. 1. You were trying to hire cheaply. 2. You did what you did with this job - you told them to use the wrong tools. If you are doing website scraping PHP is the wrong tool for the job. Yes I know most people do it but thats because in IT people use what they know for everything rather than learn the right tool. If you tell someone to use PHP to scrape a website you are inviting people to use regexes. Regexes are neither robust nor extensible so they are not a good solution but its the one people know and the one you told them to use. No I don't use regexes. I'm an expert thats why you hire me and pay me properly. I don't quite know how the Bidding thing works here but my rate is $4000. It will cost about $2k to build the initial and you will probably want another $2k worth of tweaks. Thats barely a weeks work at westernised consulting rates so it's still cheap.
