Convert current PHP site to Wordpress template AND create dynamic URL plugin

Looking to have our current site at [login to view URL] converted to a Wordpress template. Not looking for a major redesign. Look of the site can remain similar to current site, just want the functionality of being able to add pages and modify pages in Wordpress.
Current homepage has zip search, where you are then taken to city/state specific page that has a dynamically created URL, plus the the City/State added dynamically to the page text in key spots. Looking to have a plugin created for Wordpress that will add this functionality as well.
Just to clarify...I am open to the design being altered, but I will want to incorporate our current homepage banner so that their is some consistency to the look for returning users.
