Design, Built & Promote Financial Advice Website

I need someone with a keen eye for design to help built me a Financial Advice website (or ezine), using either Drupal or Joomla, optimized for web searches and visibility. The site will contain original articles and links to other financial web related material, as well as pictures. It should look pleasant and be easy to navigate. More details will be given later about the layout and theme. Likewise, the content should allow for users to post comments and the management of them, as well as later on, registrations of readers. After building and testing it for both desk and mobile devices, I need to promote the website and raise its traffic, particularly, to a Singapore audience. Someone with good experience in promoting new websites will be preferred, especially channeling it to specific regions. Later on, some options will be provided for marketing the site, once it is properly done. I'm willing to pay $50-100 for this task, and more later if you're good to manage and do more with the site.
