convert existing fixed web page layout to liquid

We having an existing web site in an early stage which is based on a fixed layout (i.e. header, footer, right & left column and a center column) and we want to have eliminated the limitation to fit to all major browsers. Only the center column has content. We seeking an experienced freelancer to be able to convert between fixed to liquid layout and create an external CSS file (at the present the CSS script is "in line" and must be transfered successfully to that external file). Further the existing database connection which is located in the index page which needs to be made externally and called as "require" in the index page. Server is: LAMP Full FTP access provided but no CP. Time frame: A.S.A.P. Please bid only if you have the necessary skills Other options to be discussed before project award.
