Design and implement a WordPress template for a documentation site

We need a new WordPress template for our documentation site [url removed, login to view] We need you to create the visual design of the site, and create the necessary PHP / HTML / CSS code for it. The template should be compatible with 3.3.X (or newer, we can and should upgrade).
As the site is a documentation site, there are no posts, all content is created as pages that then have a parent to create a hierarchial structure. The menu for the site should be created using these page. The attached mockups show how we want the site to be designed structure-wise.
