You can use any free cms or any free blog/forum/gallety scripts. A good white clean layout blog site + photo gallery that does not allow hotlinking which users can uplaod pictures + use forum, users can submit material on teh forum for me to use for my blog . The users can leave comments for both pictures and each blog, plus rate it, and it records views. Plus post in forum. The user comments should be filtered along with the forum for bad words and links. So admin can: write blog / assign forum and picture gallery moderators that can control the forum and gallery/ delete pictures/ make end polls/ban members/ add reove links Site and blog should be search & seo friendly, and blog tilte become page title. The website layout: (for gallery use teh gallery layout, just make it match the site)
