Information Management Application GUI develop, sugguest using Qt and python

Hi, here is some descriptions of the project: It's a Client-side records management application, the server-side offers HTTP Restful API(Using Python Flask-Restful, request and responses are json format, written in Python3). So now we need a client-side GUI application, most of the things are sqlite operation, like browsing, export csv, xlsx etc. And a integration of Webkit(Web Browser), connect to our web portal inside the application. We will provide the login UI / Workspace UI design draft, each button, form, label, control widget before the project start, as well as the client-server request/response API, logic in each step, so the project is basically to implement the GUI using QT(python code). It's a startup, I'm not live in a developed country, so the budget is limited.. Lower quotes will be appreciated, delivery within 7 days is preferred.
