Convert PSD to Wordpress - Exactly

We need to convert a *.PSD to a html\css template for Wordpress. Needed to be: 1) Cross browser compatible(ie7, ie8, ff3, ff2, Opera10, Safari4); 2) W3C valid html; 3) Should be plug and play Wordpress template; 4) Should look and act exactly like described on Photoshop mockup. 5) Need Featured Post (Main index) With ajax effects (Slide) Please include the following in the quote: 1) How much to convert this 3 sample (uploaded to GAF)? 2) How long would it take? I'd like it in 1-3 days, timing is important.
