Build me a document from a database

To outline what is required to undertake a development project to create documents for any output e.g. Word or HTML from components derived from a database. The framework should incorporate that each individual character of each individual word used, should come from a database table, and that by building up higher tiers of tables, construct whole words then whole phrases, sentences or paragraphs. Each table or tier could have associated properties related to the characters, meaning, security etc. Thus a document will be created wit a series of building blocks commencing with the smallest element, being the individual character used in words. The best outline received will then be selected to undertake commissioned works to further this project. Deadline 10 Jan 2016. Preference given to early submissions. Project reserves right not to award payment if submissions are not of sufficient standard at sole discretion of the provider.
