30 minutes of animation means 43200 frames to animate, I am not sure how flexible you guys are with budget but its a lot of work. Other than that It really depends on complexity of the character acting and motion, if its simple walk and talk than definitely it'll be easy to do but If the script is complex in terms of character acting than I think it will take time,budget and patience. Creating a character and rigging it isn't much of a problem though, all I'll need is character blueprints or brief idea of how the character should look like.

25 to 30 minutes of animation is a lot of work. for $6000 (plus the site fees) I can complete it in 30 days but the style of the animation is going to be limited and simple.
