Create Dual List File Manager for Mac OSX using Apple Swift 2

I am looking for a developer to lay the foundation for a Desktop Mac OSX app in Apple Swift using the latest version. The application will be similar to Total Commander, a classic 2 pane file manager, inspired by the original Norton Commander. The app name is “Putte Commander” I need the developer to create a fully working desktop application that have 2 vertical "panes/panels" containing a file listing from the local file system.
