Comedic footwear animation

I am looking for someone to create an animation for a website in the middle of a remodel. I would need a short clip about 20 seconds long of a cartoon bald man yelling with a shoe in hand running across the frame. Then have another man with long hair and a ponytail, run across the frame quickly, following the bald man with the matching shoe from the first man. It is important that it be comedic and the Bald man must be portrayed as yelling nonstop. The shoe should be a generic model of a driving moc, or casual slip on shoe. The Site is that of a shoe distributor so the shoe is very important. I will require all source files once complete. Thank You
