I am looking for an application that will automatically receive e-mail from a mail box - this might be a pop3 mail box or an IMAP mail Box.
This then needs to put the mail into a "queue / holding screen".
On receipt this needs needs to send a reference number to the sender and confirmation of receipt
From queue / holding screen a user can assign this mail to someone to deal with.
Once the contact has been allocated, it needs to notify the contact to go into the system and view the contact.
The send also needs to be notified about the allocation and the update that it has been assigned.
Should the contact not have been allocated in a specific amount of time this needs to be automatically escalated to a manager
The above needs to be recorded against the contact reference number
Once the contact does an update, the this needs to be recorded against the contact reference number and the update needs to be sent to the sender (unless the update is marked as private)
If a contact has not acted upon an assigned task within a specified time, the system is to automatically escalate the contact to the line manager of the assigned person.
Marking something as private means it may only be visible to people within the company and not outside of the company.
All contacts need to be recorded and be retrievable.
All e-mails need to have the ability to save attachments as well and view them on the contacts.

The systems needs to have a authentication and authorisation for screen levels
There needs to be a graphing ability on types of contacts (contacts as in communication events eg complaints, equiries ets)

The system needs to support the same for a manual entry - not via e-mail - in the event it is a call in.

I have already been a part of a development team which involved development of CRM (Ticket creation from email). wherein I developed an application which parsed incoming emails (With a predefined subject format) using IMPA/MAPI/POP3 protocols and created an entry into SQL database. I have gone through your requirements and I can do it easily.

Hello what i understand from your description is that,
1. You have an email address
2. There is a main client itnerface for manager that list all emails from there.
3. The manager can then assign the case to the support staff, if not an alert will be generate after specified time and sender is also notified by email
4. Incase the assigned operator doesnt act in specified time then alert will be generate to manager
please let me know if my understanding is correct.
i plan to do it as a windows app and a centralized server, i will choose MS SQL Server as the database.
