Build me a cool html webpage with css in dreamweaver

I need a new sales / landing page designed and coded for my wordpress website.
Requirements:
1. A one page .html (sales landing page) designed and fully coded in dreamweaver (which i will refer to as "the new template")
2. Must use the same colours and blend with current site
3. Must be css driven and not based on tables
4. Nice clean code
5. Must be visually correct in explorer, firefox, chrome, and most importantly Safari.
6. Some dynamic effects are required
7. Some wordpress integration (navigation bar)
8. The designer must know how to code as well as how to design, wordpress navigation bar integration is needed.
