build a website along with an android app

I want a state of the art web site and android app built that will allow a) users to sign up using their facebook id and mobile number b) at the time of signup, users will have to enter a code, that will automatically club a group of users who enter the same code and group them together and this will be called a "code group" c) once user profile is created, every user would post messages like tweets that would be visible to the other users who are part of the same "code group" d) these messages will be displayed just like twitter tweets along with the user i.d of the user who posted them e) other users who decide to click on the user i.d will be taken to a page that will display the users profile and address location and contact information and they should be able to call the user who posted the message from there itself(in case of the android app) f)once a user has created a profile, the next time when he logs on to the web site or the app, he is taken to the specific page where messages of only the other users who are part of his code group is displayed g)if he is using the app, he should be getting a continuous feed of all the messages from his code group on the app just like twitter h)web site users should have an option for them to be able to receive continuous feed of all the messages from their "code group" as an sms or to their email as soon as a new message is posted by any other user from his "code group" I) at the time of signing up, all users must have an option to enter/select multiple codes so that they are able to view and receive messages from other "code groups" as well. j)administrator should have rights to add/delete user accounts, block it temporarily, or to simply delete certain messages in a "code group" k) users should be able to upload a picture and include a link in their short messages/tweets that when clicked will take the other users to a page that will display that images along with other information that the user would have associated with the image. l) the display should be like Twitter after logging in and once a user logs in , he is able to see the streaming messages from other users who are part of the "code group" he opted for when he signed up m) we should be able to track various metrics on the app and the web site on users, click through, usage, and so on m) bidding winner will have to accommodate more features as the development progresses as the requirements are not frozen
