This is a basic HTML browser for viewing files on the local hard disk. On startup the viewer needs to read a configuration supplied from the installation media, and load the HTML start page specified. The viewer will start in a window maximized to the full screen. Other than the loaded HTML page, the only visible features will be the window border (with the close, minimize and maximize buttons) with the title (read from the install configuration), and a simple menu bar at the top with a forward, back and print button. In the user clicks on a link on the HTML page loaded at startup, the file specified by the link will be displayed. The viewer will not display any warnings about executable content being loaded from local files. The viewer will be restricted to loading pages from the local disk, except for the internet URLs specified in the install configuration. The viewer will load pages from the local disk containing HTML, Javascript, PDF and Flash content (PDF and Flash plugins can be installed separately). The viewer will run on both Windows (XP and above) and Macintosh (10.x), separate code/install for each OS. The viewer will display the loaded content the same on both OS platforms. The viewer along with the local files to display will be packaged onto a CD, there will be multiple CDs containing the viewer and different content. The install should allow for multiple CDs to be installed with different content, the actual viewer can be installed either once for use by all content sets, or multiple times with each content set. The installer for the viewer should allow for customization so that multiple instances can be installed and started, with different content.

The Windows and Mac version of the viewer can be separate deliverables. The Windows version should be done first.
