Computer Software Needed 4 Mac and PC Users

We are looking for an experienced and highly skilled software engineer / programmer to create a unique downloadable software system for us. Our concept is to have software which act as a audio and video live streamer “similar to U stream TV but not the same” that sources sound from users soundcard and webcam or by connecting a better digital video camera via usb or capture card to Output via our website. However, only one logged in user at a time will be able to login per hour, which we will set from our website database. Each day seven days a week 12 selected user will be given by us only a specific UserID and SerialID that would identify to the computer/user and allows them to login and broadcast via our website url, providing there login detail have not been de-activated by us, meaning we have full control. The software should also have section that shows a live shout box that displays the listeners / viewers live comments and request via or website or phone app. Also every 15 minutes a 20 second countdown counter will appears on screen telling the selected user, adverts are about to start for 5 minutes and after the adverts a 20 second countdown counter will re-appears on screen telling the user they will be live again in 20 second time. The programming system should be a traditional code based system, which is useable to mac and pc users.
