Building Toolbar

I need to build a toolbar application for my website users and other companies user, that will also change their default search provider on the address bar. i need to have a control system that i will be able to mange and make changes to the toolbar and customize it to a specific needs, like changing the logo, links and to be able to update it from time to time. more info and sample will be provide via PMB Thanks
