As per my experience, to make the wire frame ready in a paper is the first step of designing. You need to think about the contents which be placed with the pages and management of the contents in the web page, I mean at which place, which content be visible. After that You need to try the design layout ready on Photoshop. After that the ready PSD need to convert into html and CSS. If you don't like to use Photoshop, then can apply directly on Html & Css. My role will be to guide you about how to make a website design, in your project. - Please confirm me whether this will be my only role in this project or I need to look out about the development part also? One thing I must assure you that for a personal website WordPress is the best solution as it is easily managed by front end user and back end as well. I am not sure whether you are already used to with Wordpress or not but I am sharing the most important logic behind using of WordPress. Anyway, No worry. I will guide you as and when needed.
