Vehicle check checklist app

As stated in title, I am looking for someone to create an Android app for "Vehicle check checklist" A list that comprises of basic car checks such as engine oil/battery/fuel level/etc. A diagram of a car of all angles to mark out dent/scratches/etc. Checker (user) will also require to fill in information such as time/date of check and supervisor (user 2) will be alerted to acknowledge that the check is completed. All users have to register an account before being able to use for accountability. Me being the admin must be given the rights to remove them of the list or given admin rights to others. Total of 3 kind of account type (user/supervisor/admin) 90days password change requirements. Password must be SHA256/MD5 encryption, not in clear text. Something which I do not know as I am not an app developer is where will this data be stored and how much data can it store (kindly advice). Price stated under the budget is negotiable.
