Hello. I reviewed your proposal and it is somewhat inadequate. Global mapper will not solve the problem you described here. Yes, it can help, but in reality it is not a reproducible procedure, that is, no one knows how Global mapper works, it is a program that produces some result. If you like it, then okay, if not, then it will not be possible to configure it adequately. Therefore, I would consider the Python option in order to digitize these images. Regarding "topographic products", details are needed. What exactly do you mean, level of detail, design, etc. I can suggest QGIS for mapping. If you are satisfied, write and I will show examples of my work.
