i already config 4*4 key pad matrix and it include all numeric key and all alphabet including caps simple letter

I can code the arduino for any matris operation you want but there is a problem with hardware. Even to represent a cell in a 16X16 matris you need 8 output pins. Also another component to decode it if your 16X16 display is simple leds. You can also send the address in serial but this also need another component but let you free some pins. Also I assume your project may use some other parts. If that is the case an arduino UNO may not have enough pins. If you have arduino mega that is not a problem.
