What arduino you are using? What sensor device involved? Do you have sample data sent by arduino? Do you have a docs containing command sent to arduino? Do you need a real time graphics? The PC is Windows 10 based?

I have recently completed a similar application for another customer where I read values from a pressure sensor connected to an Arduino Uno using the pySerial library and plotted the live values to a GUI using pyQt.
