Convert old ASP MVC test project into ASP Core MVC 3.X

I have this old web scraper test project (super basic) and I want it to make it run again so I can scope a new scraper project.
Will provide zip with project and connection to SQL Server where the db is. This was working in the past, but I didn't even try to deliver to IIS as I don't remember user credentials.
Please don't delete the user tables as there's some scrape definitions that I want to keep to help me remember how this worked. It should be a very quick task if you know ASP MVC.
You may need to open the project in VS 2015 or earlier.
Tasks:
Convert old ASP MVC code to ASP Core MVC 3.1/3.0
Make sure that runs with provided database connection
Reset passwords for existing 2 users (standard asp user management used)
Deliver updated project to be open and compiled at VS 2019 community
Provide instructions on how to deliver into IIS server
Project and connection string provided later.
