Existing asp.net webforms website redesign look and feel/Reskin with MYSQL DB

I have a newly developed asp.net weforms website using a MYSQL DB that is functional but does not look good. I would like to have the site's graphic look and feel designed and implemented (reskin site). The site was built using the default asp.net forms bootstrap css that comes with Visual Studio. Background: The site is for parents to register their kids on, then pay money into the site's online account. The kids can then buy food at different school Tuck Shops using the money the parents have paid into their accounts. So, in short the site has to do with kids, food, and online cashless payments (kids pay at school tuckshops using fingerprint authentication). As mentioned, the site is already functional, I would just like to make it look good. Technical description: There are two master pages on the site, one when a user is not logged in, another when a user is logged in. My idea is for a web designer to do five things. 1) Create a look and feel (central theme) for the site and implement the look and feel on the both master pages (for both normal web viewing and mobile). 2) Spend time on the landing/login page to ensure that it looks good as it would be the first page users see when they log into the site. I have already added some of the content I would like to have included on the site, it just needs to be rearranged and presented well. 3) Spend time on the main page (default) users see once they have logged into the site. Again this will be the second most viewed page. 4) The other pages in the site are mainly functional pages such as changing login details, making online payments etc. My idea is that the look and feel on the master pages pull through to these functional pages. I dont mind editing the content (wording etc.) in these pages once the site has been reskinned, but would need a design (look and feel) framework to do it in. 5) Ensure that the site is mobile friendly. You must implement all design changes on both the master pages and their corresponding mobile master pages. This includes changing pages in order for them to look good when opened on a mobile phone. For example, I have managed to get the menu to work on normal desktop viewing but not mobile viewing, I would like this to be fixed. The site needs to keep its bootstrap property/feature. I need a good look and feel that goes with the school/kids and food environment. It is important to note that the designer will have to be able to host the site in IIS locally on their own PC's. I will send the Mysql DB (for you to install on your local development PC) in order to run and compile the prject in VS2019. Lastly, we have designed a logo, but its not cast in stone, and if you, as the designer believe the colour theme must change, please let me know and I will change the logo's colour layout too.
