I can assist you in this project. I have working knowledge of Hyperledger & Ethereum platforms. I propose the following design option for POC: 1) Use Seth: Seth (Sawtooth Ethereum) can be used to run Ethereum smart contracts on a Sawtooth network. the smart contracts can be coded in solidity, and deployed on sawtooth. This will be a very quick option to do POC as solidity has a rapidly maturing ecosystem and can cater to a variety of use case scenarios. 2) Truffle will be used as development environment for smart contracts. 3) Deployment can be done on Docker/Docker compose running in local environment or on cloud (eg AWS). In order to provide a specific plan, I need to understand better the use cases you have in mind, and what kind of integrations (eg Oraclize, IPFS) and what type of client (web/mobile/CLI/curl) you are looking at for the POC. I propose the following 4 milestones: 1) Finalize requirements/design 2) POC iteration 1 3) POC iteration 2 (incorporating feedback from iteration 1) 4) Handover and training.
