Lookup and translation of codes for csv files

Desription:
A Lookup utility that lookups translation codes from a file called [login to view URL] and compares it against the tchadata.csv. Then produces a files called [login to view URL] with the format and formulas as described here below:
Needs to be able to run from the command line, as no buttons please as this needs to be binded into another script.
