153048 Six-Band equalizer (clone)

I want a clone of the Creative (sound blaster) (or some other) equalizer. Just an equalizer interface, not the additional effects. However, I do not need an exact copy (or I'd just use that one). It will need it to be SKINNABLE. It also needs to be capable of running invisibly in the background, and to be invoked from the command line, with 'presets' in an INI file. This utility must be built with as many resources as possible to allow minor modifications (like button labels) to be made using 'reshacker'. The main interface must be a resource. Like the creative labs equalizer, it needs to work with the sound stream, and not with the windows treble/bass controls. It must apply it's effects to whatever sound is playing. It must be able to save presets by adjusting the sliders, and then pressing a 'save current settings' button. You only need to create one preset as a sample. IMPORTANT: The lowest band must cover .5 hertz to 35 hertz (ultra-low) The next band must be from 35 hertz to 125 hertz (Bass) After that, the rest of the bands are the standard ones - low-mid, high-mid, treble, and brilliance. The bands needed here differ from the standard ones in that they include the very lowest frequencies. The rest of the bands are standard.
