Need Unix C++ server for low latency API development

Writing a server process to respond to API calls. Need to encrypt transmission and have payload and response. This is for low latency like micro seconds.

If you are an expert in low latency Unix programming, tell me what's the difference between Kernel mode and user mode. Please respond to this as the first sentence so I know you understand Unix or I know you are a robot bidding.

In user mode , user programs make sys callls but limited compared to kernel mode. The reason is security. These modes are supported by hardware. Some devices have more than two modes of operation.
