Raspberry PI Zero W Bluetooh Project -- 2

I am attempting to use my Raspberry pi Zero W to emulate a Bluetooth keyboard using code modified from [login to view URL] I would like to be able to pair and connect to a Windows 10 computer and use this emulator to send strings from my pi to the computer. I created a C++ program on the Pi that handles the starting, restarting and stopping of the Bluetooth server (used when making the connection), as well as setting the device to be a trusted device to allow for autoconnection. I am currently able to pair with other Bluetooth devices and establish Bluetooth connections. The Problem is that should my Raspberry pi lose power, it becomes unable to reconnect to a paired device after boot up. The issue is resolved if I power off and on the Bluetooth adapter on the windows side, however, I would prefer it to be able to connect immediately. Is there any way to resolve this issue and have the pi automatically connect to a paired device after it boots up without needing to power down Bluetooth on the PC side? I have also attempted to use the keyboard emulator found on [login to view URL], though I found this had the same issue.
