I am SharePoint Technical Lead with more than 5 years experience. I have worked on SharePoint 2007, 2010 and 2013. I am working for consulting company that specialized on different customized solutions. If I understand correctly, you would like to have the same navigation as in SP2013 in SP2010. I have done many different custom navigations for the clients, such as ShawCor, Indigo, Lakeridge and so on. Some of them were built for 2010, some of them for 2013. Usually when I am working on navigation I need to know how many levels we are speaking about and what is the complexity of the UI, flyouts or by clicking. I think the delegate control on master page will be good start, the same as for the project you have shown. I have my own environments to create the projects and test it. Also, I would like to know, who is going to be responsible for UI wireframes and mock-ups. Are you looking to have navigation for the publishing sites or collaborative.
