Develop a Web Based Software APP

I need a web based application (Python or C#) that can be used by a small unit bank over the internet.
The App to be created should be able to communicate very effectively with a MSSQL 2008 database at a remote location.
I have a small client who already have a VB6 application working very very fine for them at their small unit location, but they now want to open another unit at another town entirely but the VB6 app is not working effectively at their branch location over the internet.
So they want to be able to continue to use their VB6 banking app in their head office but have another web based app used at their branch location(s), just so that those branch locations can post their transactions real time, with fast speed and all.
I need a very experienced developer who can help create this web app. The database to be connected to is a MSSQL 2008 DBase, that is hosted locally at the bank's head office. So the new web app should be able to post to and run fast queries from this database over the internet effectively and with great speed.
