I have done FiveM server work before. If the server won't load, it's almost always an fxmanifest version mismatch or a resource throwing an error that halts the whole start sequence. Check your server console logs first, that pinpoints the broken resource fast. I can dig in and get it back online today. Budget and timeline here are starting points based on the description alone.
