Update IoT driver for SPI LCD Display and Touch Panel - Windows 10 IoT

Update (or develop) a Windows driver (KMOD) for Display and Touch panel to be installed on Raspberry Pi 3 (ARM) running Windows 10 IoT.

Both drivers shall be able to be installed and work as system devices. Below is an example with Adafruit display (similar hardware).

Platform: Windows IoT 10.0.16599

Hardware: MPI3501 Display (SPI) and XPT2046 Touch (SPI) - ATTACHED.

Attached is detailed description of the hardware and pinout.

When we ready, we can test/debug your work remotely. We have devices in our lab in Warsaw.

Reference code (Adafruit) has different resolution (320x240) some pins differ and is using other display chipset from the same family - IL9341.

The TARGET Lcd uses ILI9486 and has 320 x 480 resolution.
