Device for hearing impaired/Voice to text

Project's name is "Subtitle Me". Project entails utilizing an LCD Character Display Module, preferably black background and yellow characters, small enough to be hung from the neck with a cord or chain, resting on the chest to be read by the hearing impaired. Project requires OFFLINE voice to text capability, an on/off sWitch, rechargeable battery and a charging port for the cord and a microphone that is alWays and picking up speech from the Wearer (no pressing of microphone buttons).
