Database Admin (DBA) Feasibility Investigation - Migrate Access .mdb to SQL

Our small company in Boston, has a legacy Engineering Parts List program that, on the backend, uses an old Access .mdb file to store data. Contains about 10,000 parts and about 20MB file size. We are pretty invested in this software. But we have a lot of people working remotely now and the Access file is creating issues with availability. The program only works with .mdb files and was designed to share the .mdb file over a local area network. Sharing over a VPN remotely sort of works but is far too slow and per the vendor you risk data corruption doing this. Having a single Windows Server that everyone can RDP into apparently also is not recommended and can can cause corruption. I can provide links to what the vendor says here. I can also provide a sample database showing the tables and relationships. If you are feeling especially motivated, the program can be downloaded and used in trial mode including the sample db.

I am looking for an effective way to share the db file with colleagues over the internet. It appears there may be ways to make this work using split database, or linked tables to a SQL server or perhaps database replication but I need help. Speed is a concern - trying to load the whole database over a VPN connection is unbearably slow. Perhaps there is a way to have a local copy that syncs with the server without bothering the user? We could find some small budget for running a VPS to host the database. Would like to avoid those expensive SQL Server licences if possible (maybe Express will work or maybe MySQL or maybe there is a VPS or AWS RDS option with reasonable license included). Would like to avoid requiring a VPN login if possible.

For this Feasibility Stage, the deliverable is a short 1 page report on whether this is feasible, basic approach you would use, estimated time/cost to complete the migration, and next steps (for example is there a way to do a proof of concept). If it won't work, then I will need an explanation of why not.
