Hi, I can make schematic, PCB design and PIC16 code according to your description. It seems that any 14 pin PIC16 MCU should be able to handle tasks you did describe with some workarounds for programming connection. Checking on Mouser stock these could be PIC16F15323/4 devices, PIC16F1503, PIC16F18323. I would use constant current led drivers for each led instead of transistor switch. To check that this works as expected, I would prefer to verify the code on breadboard and actual MCU. So I will need do fetch parts I don’t have. I can layout PCB after that. Out of all the possible vendors here on Freelancer, I may be the only one with real LED lighting experience and real commercial LED products in my portfolio. Is this a commercial project? May there be some things that you do with LED lighting in the future? This project is very simple and I would be going to old projects to adopt software from PIC microcontroller work.
