Build me a PWA social map app with collaborative filtering -- 2

I wish to build an app that enables users to rate businesses. Based on their rating input, other users can get suggestions of other businesses from the app based on results made by people who made similar decisions.
The app has two distinct parts:
* On one side, the collaborative filtering algorithm, requiring expertise in Python and Tensorflow, Keras, PyTorch or similar, and basic cloud deployment.
* Additionally, we need a PWA or hybrid mobile app (React Native / Flutter / Ionic). Though it's an MVP (so no custom UI design) it still needs to be usable and look slick, so starting off paid templates is an option.
