Help create a new mod for Skyrim SE

Hello I am looking for a Mod to be made for Skyrim Special Edition. The Mod aims to Overhaul the Staffs within the game. There are eight points to this mod 1. Script for staves to cast the spell you have equipped in the same hand. As if you are channeling your magical ability. - I have gained permission to use J3Xs script: [login to view URL] + The casting animation matches the spell type + Drains Magicka not Staff charge 2. Add 15 new Staves - I have gained permission to use Kearsages Models: [login to view URL] + They need to be added to the level list (Dragon, Bonemold, Stalhrim, Iron, Ebony, Forsworn, Nord, Stormcloak, Steel, Imperial, Glass Elven, Orc, Dwarf, Daedric) 3. Defensive function for all staves! Including animations + Scripting; Hotkey blocking function 4. Modification to the Enchantment Tree + New Perks to the Enchantment Tree; 1-5 points each adding 20% damage and duration of spells (MORE MATHS WILL COME LATER) 5. Unique Staff for Archmage + Staff with Spellbreaker enchantment + To be given to player alongside Archmage robes upon completion of the College of Winterhold questline 7. New Function for Staff Enchanter +Scripting: Staff Enchanter now used to upgrade the staff (Fine, Superior, Exquisite, Flawless, Epic, Legendary) + Staff Enchanter added to College of Winterhold 8. Wabbajack and Staff of Magnus cannot be altered!
