Unreal Engine MOBA Game development

Hello, Am looking for a game developer to develop a multiplayer moba game style that needs to be online at google play and the app stores. I need the developer to be creative so that I can have a very good game. Examples of current games are Dota 2, League of Legends, and Smite . The developer needs to review these games and have full knowledge of the MOBA game style. The developer needs to follow all rules and regulations to be able to publish the game on google play and the App Store. I need the developer to provide me full scope before starting the work. I need to know how many characters, and type of the character for example mage type, tank type, male type, or assassin type, etc. How many skills will the character have and what is the ingame system to be able to level up, and farming gold to be able to buy items from the in-game shop. There are many things we need to agree on before starting the work. That's why I need the developer to give me the proposal and full scope for my review before starting the work. I do not mind if the developer will user ready templet as long as there will be no issue for copyright and publishing the game.
