Build a website for my business 1

I am going to build a website for my business which can let people enroll different courses The major function is as below : 1) Enable people to log in through Facebook/Wechat and register as a member in our web 2) Enable to people to enroll for courses and can pay online 3) Send confirmation to those people who enroll the courses after they pay successfully 4) We can send notification to those member who enroll specific courses if we have any updated information like courses cancelled or place for classes change. 5) Store those data in back end and we can know who are going to enroll those courses and we can have those member information 6) We can post new courses and member can received new courses information through email 7) We can post new courses and member can share new courses information through Facebook and Wechat 8) We can store all the member information and the enroll information in cloud server 9) Build the website in a SEO structure which easily enable to be searched in Google or other search engine Please tell me a) what program you are going to use to build my website, and; b) all the necessary cost to build the web site 1 by 1 and; c) the time you are going to finish the website In the proposal.
