Prepaid Consumpion Card for beneficent Event

I need a PHP Site, 100% responsive (phone/tablet ready, with icons, like an APP), for Consumption pre-paid Cards. In my church event, 200 cards will be distributed, numbered with a 4 digits number. In the Canteen, we need to open the software (only the canteen leader will use this software, the card owner will not use his phone!). The card owner will show us the card, and then deposit some money (eg. $20). It will be in his virtual account. It acts like a rechargeable pre-paid card! Then, he will buy different products and his account will debit it, and make a statement.
I need this PHP script, simple with only one user/password (no user registration needed). I need some reports (daily income, total income, option to clear database). We have 1000 cards, but for eg. the number 222 comes: We need to "active" this card, and put money in it (Empty cards don't need to appears). Then, register all the products that he bought. We can make a little products tablet. But don't forget to make the price "manual" and definitive, once we can make some discount (I can sell a $2 soda by $1.5 if I want), or change the product price after the event started.
