Simple user generated deal website

Hello, Im looking to make a proof of concept website to show a concept for selling food. The website content for deals will be user generated. so there will be 3 logins to the site: 1- user login 2- admin login 3 merchant login for food businesses loading a deal I know exactly what i want for the template so i dont need creative here i just need you to build what i want. This initially is a web app so you need to be good at coding responsive websites. And if proof of concept is accepted ill develop apps etc off it. payments of the deals will go directly to the merchants ... we will use paypal ... so if a user buys a deal the money will go straight to the merchants paypal... experience with this is an advantage. to list a deal the website charges the user $2 for the listing... this money will goto admin paypal. in the merchant area, merchants will be able to load deals, manage deals and have reporting on how much deals have made etc. users once they buy will get a simple digital voucher to show when they goto the restaurant... then once shown restaurant will tick off that user has arrived so they can track. loading a deal is very simple its just 1 image only, headline, short description, deal price , origonal price (to show discount) and time they have to come. other than the above i just need a small how it works page and contact us page. I have logo and branding, colours and know what i want for admin template, front end template etc. note i will not use wordpress, i want it ideally built in core php with mysql.... i have a social network with the admin template we could use as a base. im very experienced at project managing sites, i need great communication and coders who know what they are doing. look forward to workig with you please only bid if you can start now and are experienced as i will not pay unless work is clean and good
