VIP Membership / Website - open to bidding

I need a plataform to administrate members for my client. Let's say, if we are working with a Restaurant Industry, and they need to have a data base to communicate with the most important clients (VIP) I was thinking about this: 1.- We need to give to the clients a VIP Plastic Card with a code bar or number. 2.- When the client go to a specific website that we tell them just to register the card number, we will ask for her or his name, address, email, phone and maybe another information (just 1 or 2 more things) 3.- If the client go to the restaurant, and pay, they need to show the VIP Plastic Card Member to get a 10 or 20% off. BUT! As a Restaurant, they need to check if the card member is active. WE NEED TO KNOW, HOW MANY TIMES THE CLIENT VISIT THE RESTAURANT AND USE THE CARD. HOW WE CAN CHECK QUICKLY IF THE CLIENT IS ACTIVE? Obously we need a backend for the Restaurant and they can put the card number manually, BUT, if it is another and easy way to do it, like JUST SCAN A BAR CODE o swip system. I'm open to received the idea. We can't invest a lot here, we need to do cheaper as low as we can but with high performance and quality in everything on this project. -------------------------------------------------- Quick Ideas and Highlights Website: - Frontend with client access for register and check status and offers. - Backend for the Restaurant access: The plastic cards have a code number that we can use, but we need to register on our database that card is ready to use: Let's say: I give you a plastic card, and you go to the website to register. But! when you put the plastic card number, it's says is wrong because that card is invalid. First, we need to validate that card with the back end, then give that card to the vip member and then, he can proceed to register online. We need to know how many times the client use the card. The website need to be responsive so easy to use with phones and tablets. If you have another idea like, using a card swip reader, or scan a QR code using the tablet camera. ETC. Let me know. I'm open to any ideas! We will catalog a member as: VIP GOLD Status with high benefits VIP BLUE Status with lest benefits than GOLD Silver Member Status and many more.
